I have the honour to address you on the subject
of an Annual Grant by Government to the Hongkong Benevolent Society.
I enclose the report for the year 1912 from
which you will see that the Society was founded in 1889 for the
purpose of rendering assistance in cases of sickness, want, poverty or distress arising from time to time amongst persons other than
members of the Portuguese or Chinese community in the Colony. The
Society does valuable work amongst a class of persons for whose
relief no other machinery exists in the Colony.

The Executive Council whom I consulted in the
matter advised that an annual grant should be made in amount equal
to half the annual subscriptions of the Society but not exceeding
$500 and I have accordingly to request your sanction to make pro-
-vision in the Estimates for next year for such grant under the
Head of Charitable Services'. The item "Interest on Hongkong Club
Debentures" represents interest on 10,000 which the late Sir H. Mody gave to the Society in 1910.
